At the same time, in March 2014, the Government of Shanghai launched its Strategic Defense Initiative (STRAND),‡ which began with a massive campaign to get the Chinese government's cooperation with developing and shipping more than 70,000 turbofans to the United States.‡ The Strategic Defense Initiative was initiated in 2010 to combat piracy and was funded through $50 million in private funds. ‡ In October 2012, China announced a program to buy more than $2 billion worth of aerospace equipment from international partners,‡ including Chinese partners and Chinese subcontractors. ‪ In December 2013, the United States formally asked China to provide a $1.5 billion contract for the purchase of more than $4 billion worth of the U.S.-made F-35 Joint Strike Fighter, a joint venture of Lockheed Martin and Boeing. ‪ The United States requested that China provide the contract to Lockheed, which was given $25.5 million for the procurement of the F-35. A deal was signed in March 2014 which included China providing the United States with nearly $20 million worth of the aircraft, totaling $18 million in foreign assets and $5 million in U.S. assets.‡ The government agreed to the F-35 contract because of the cost of building it.
