"We are looking at both groups, but we are still in the early stages of developing the infrastructure to manufacture and distribute the bitumen, and of course we are looking at potential sites in Australia and South Korea," Auld said.

For better or worse , however, Canada and South Korea have a long history of competing for high-quality Canadian bitumen. The two countries, as well as Japan and China, have been in direct competition for crude oil since the 1960s. The first and only Canadian oil sands was a large production facility called Pembina Resources in the 1970s.

As a result, Canada's oil sands were the first to go to market in the 1980s. Since then, however, Canada has developed a reputation for producing high-quality Canadian bitumen. In 2012, it exported about 15,000 barrels of bitumen to South Korea. Canada now has more than a half-million barrels of Canadian bitumen and one million barrels of Canadian tar sands, and it is also a leading producer of petroleum-based bitumen in Canada .

The new Canadian group has also taken a lead role in the development of the Canadian and South Korean bitumen plant. In 2008, the company announced plans to move its main production facility from Calgary, Alberta, to Seoul, South Korea (which has become a key source of Canadian bitumen for North American bitumen producers), and the company now has about 60 employees in South Korea. (The North Korean facility is in the midst of building a new, high-tech, low-cost production plant in South Korea, where it could eventually produce the world's most expensive bitumen.) According to CanaPux's recent report, Canada's Canadian-led company, CN, is currently working on a new manufacturing plant at its Kwanghwa oil field in North Korea.
