The NSA says that the two of the four suspects in the attack "were given the same, and likely the same, hacking tools."
According to a surveillance report released by the FBI earlier this week, the attacks had been carried out by hackers named "Yossi Appleboum" and "Xiao Li."
The FBI says that Appleboum has been working to get access to all of the data it possesses, but that the NSA is still investigating whether it is involved in the attacks.
