Microsoft's whitelist is part of a broader effort by the Internet Service Providers (ISPs), which allow a few websites to use Flash for their services. But for the most part, the Web has adopted the same behavior.

If you're a Flash user who would like to enable Flash in certain browsers, you could disable the whitelist, but the current version of the Windows browser will automatically block it. That can cause problems for some websites. If you want to avoid the whitelisting feature, it's not a bad idea to remove Flash-based sites from whitelisted sections. For example, many websites listed in the list in Windows 10 have Flash enabled as a default feature.

If you're using a non-flash browser, like Opera and Safari, that would still work. However, it's important to note that Opera and Safari will not block Flash sites that have Flash enabled.

If you're using a Flash site that's not in the whitelist, you will get a warning message saying you're not allowed to install the Flash plugin.

Note: You can still enable the whitelist if you want to see a list of sites that have Flash enabled.

If you want to use browsers that don't have Flash enabled, you can disable browser-specific Flash compatibility by choosing the "Enable Flash" link from the list on the left. In addition, you can enable Flash for your websites by using the "Enable all" link on either the browser's Home page or in the "General" tab.
