It's been a while since we've seen that first trailer, but there you have it: The end of the end of the end of things."The fact is, in our community, we have our own problem," said David M. Zemeli, superintendent of the state's Office of the Board of Health, which oversees the state's Medicaid programs. "That is, the state does not have the authority to regulate Medicaid expansion, but instead it does not have the authority to regulate Medicaid expansion."
He said the Legislature must pass legislation that would ensure that Medicaid expansion will proceed as planned because the U.S. Department of Health and Human Services has already decided that it will not expand Medicaid coverage for many states.
The health care law requires that every state receive at least half of its federal Medicaid funding through a public-private partnership. But some states, like Mississippi, allow a public-private partnership to cover only a portion of their Medicaid eligibility. The feds have said this is unfair and that states need to get their own way.
"This is a very important issue in this country," said Jim Johnson Jr., president of the Mississippi Association of Municipalities, which represents about 1.5 million people on Medicaid. "In Mississippi, we see a significant increase in the number of people who are uninsured and in need of additional medical services."
Johnson said Medicaid patients will also benefit from the state's program because it covers a lot more Medicaid patients than it does for the uninsured.
In the state's second year of expansion, Johnson said, the state covered nearly 10 million children under the age of 18 in 2014. The state also expanded Medicaid in seven key areas over the next year:
• Medicaid expanded in Mississippi from 10 to 17 states.
• Medicaid expanded in Mississippi from 15 to 23 states.
• Medicaid expanded in Mississippi from 18 to 24 states.
• Medicaid expanded in Mississippi from 24 to 49 states.
• Medicaid expanded in Mississippi from 50 to 53 states.
• Medicaid expanded in Mississippi from 54 to 67 states.
While Mississippi has seen some modest growth in people with pre-existing conditions, Johnson said the number of Medicaid enrollees on Medicaid has grown significantly. That has created a lot of uncertainty for the state's Medicaid expansion.
