But Musk also mentioned that it was difficult for him to get the Chinese government involved because of the cost of the project and the uncertainty of its success.
"He’s trying to make sure that the Chinese government understands that they have a responsibility to do a very bad thing, because there are a lot of people out here out there who are very passionate about this and very passionate about this project," Musk said.
Musk also promised an open competition for the contracts, in which SpaceX would compete with Chinese state-owned companies for the contracts.
"We will have something called the 'Open Competition' to see who gets and who doesn't," Musk said. "And that will only happen one year, and there is no competition for contracts. It's very important."
Musk also took a shot at the current state of SpaceX's business model.
He said that he would not be making a profit on the company's space program when it has to pay for its human crew and cargo to land on foreign soil.
"We're going to get a lot of people to come here, to work with us, to help us out," Musk said. "And we're going to have a lot of people here who will help us out and I'm not going to get into a deal with one company that pays me $20 million and tells me I have to work with them and you know what? That is not going to be possible."
Musk also mentioned that SpaceX would need to make money on its space program to be profitable.
"If you're trying to make money on SpaceX, you're going to run into this problem because in a few years you're going to have a lot of money that you can't raise on your own," Musk said.
Musk didn't mention the cost of the BFR program, but said he has asked the Chinese government to provide the money.
Musk said that the Chinese government is eager to help with the BFR program and not that it is taking too much of Musk's money.
