The letter sent by the commissioners is the latest step in an ongoing process of trying to push back against the Obama administration's plan to create a panel of FCC commissioners that would not be required to answer for its actions.

The panel would be led by the chairperson of the commission, the chairman of the subcommittee and the chairman of the commission's executive committee.

Pillone, in his letter, said that the two other members of the panel "will not have the opportunity to make their recommendations until November 2016."

"It is clear that both Chairman Pai and Chairman Pai's letter to Chairman Pai indicate that they have concluded that the Commission has not done its job," Pallone, Jr. says. "The public will have a right to know whether or not the FCC has acted properly in the past, and there will be ongoing efforts to ensure that this information will be available to the public."

It was reported last week that the White House's decision to appoint the panel was seen as an attempt to stoke up political opposition to the plan.

In late May, several members of the FCC's oversight committee suggested that the agency needs to put the commission "on notice that we are moving the Commission away from the original goal of ensuring the integrity of the Internet."
