"This is about transparency, but it's not very important in the digital world," said Rep. Mike Thompson (D-Ohio). "It's not important to us in the digital world where companies are willing to pay so much money for a service or a service that they don't even know they are using. It's a very important issue for any public utility provider, and we'll be working with them to make sure that we get it right."

"The industry has always been a lot more transparent," Thompson continued. "They're not just talking about a phone, and they're talking about prices. We still have to look at what they're talking about in order to make sure that this does not happen. This is about a lot more transparency, and I think we need to make sure that we make sure that we get the same quality of service that we get, not just a new pricing structure for carriers, because the public's going to be watching a lot of what they're paying for online."

Thompson said he also supports the right of consumers to opt out of contracts for low prices, even if it means they'll always have to wait for some kind of fee. "I think it should be an option to be able to use the service that you're paying for," Thompson said.

"I think that's where we should look at this legislation at some point, and I just think that we need to make sure that if a company is actually offering low prices in their service, they are doing it in accordance with the terms of the contract, and that that's why they've done it so much, because that's what we will get here," he said. "I think that's important to make sure that we're not trying to get the highest price possible and we're not trying to force these companies to price out the most common services. I think that's what we should be doing."

The truth-in-billing legislation was introduced by Rep. John Conyers (D-Mich.) after a series of hearings on the same issue. It also has been endorsed by Sen. Pat Toomey (R-Penn.) and former House Speaker Newt Gingrich (R-Ga.).

"We need to work to ensure that these companies get the best deals and that their customer base can always benefit from a better service," Toomey said. "If they don't, let them. It's not just about cost, it's about value. The only thing that we're going to do is force
