The policy has also been changed to provide some guidance on how to remove videos that are offensive or disturbing, but not offensive. The video that depicts the child's death or bodily injury has been removed. It's not clear how much of the video that is banned will be allowed to remain on YouTube, but YouTube has said it will continue to make sure that the same content can be removed.
"What we have to do is create a new set of rules for content that is offensive,'' said Peter Wojtas, one of the leaders of the YouTube community and a former security chief at the FBI and CIA, as he explained to ThinkProgress. "What we're going to do is provide a framework for how we can ensure that people who make videos that are offensive or disturbing are not removed from the video service."
"I have to say that this has been a difficult transition. We have gotten a lot of people who feel they have no control over what is on the video. The security team at the FBI would like to hear from you about this change, and we have to say that this has been a very difficult transition.''
While YouTube's official policy on nudity is unclear, it is clear that such videos are prohibited under certain circumstances, such as when an employee is involved in an employee action, or when an employee is subjected to extreme emotional distress. There are various ways to limit content such as being "dangerous or disturbing," but the company has created its own guidelines for what qualifies as dangerous or disturbing.
Video that may pose an immediate or lasting physical or emotional harm
If the video is not harmful or disturbing, the video is allowed to be removed, but it also can be removed in a way that is respectful of the child's or adult's privacy.
For example, if the video is about a woman's death, it may not be removed, but the adult video will. This allows people who don't live in the United States to remove the video, but will be a little harder to remove if a child or adult is involved in a domestic violence situation.
"This is going to be a lot more of a challenge," said Eric Gagne,
