"We do not want to let people use Flash, or even Flash-enabled content," Chaudhuri said in a blog post announcing the change. "We also want to let users know we will work to ensure that everyone will have the right experience using Flash. Flash is currently used on a per-site basis across all browsers, including Chrome, Firefox, and Internet Explorer. We also recommend users do not use Flash-enabled content on their sites until they have the right permissions to install them, and to do so, we have removed the Flash plugin. The only way for sites to work seamlessly across multiple devices is if users are able to install Flash from sources that are supported by the site."
